M. Discussion with Neighborhood Council Representatives Discussion with Neighborhood Council representatives on any Neighborhood Council Resolution or Community Impact Statement filed with the City Clerk which relate to any agenda item listed or being considered on this agenda for the Board.
N. Items for Approval The Board will consider items recommended for approval. Items which a Commissioner has requested pulled for discussion will generally be considered after the Management Reports and Filed Items.
1. Recommended by Office of the Chief Administrative Officer Approval of Rosamond Switching Station Project Public Hearing to Consider Adoption of Resolution of Necessity Authorizing Commencement of Eminent Domain Proceedings to Acquire Five Parcels of Real Property Southwest of the Intersection of Rosamond Boulevard and 100th Street West, in Unincorporated Kern County, California. Determine item is exempt pursuant to California Environmental Quality Act (CEQA) Guidelines Section 15060(c)(3). City Council approval is required.
2. Recommended by Office of the Chief People Officer Approval of the Memorandum of Understanding for the Load Dispatchers Unit Represented by the Los Angeles Water and Power Dispatchers Association, for the Contract term of January 1, 2026 through September 30, 2030. Determine item is exempt pursuant to CEQA Guidelines Section 15277. City Council approval is required.
3. Recommended by Office of the Chief Strategy and Sustainability Office Approval of the Zero Emissions Port Electrification of Operations and Grid Reliability Project and Adoption of the Mitigated Negative Declaration in Accordance with the California Environmental Quality Act. Determine item is exempt pursuant to CEQA Guidelines Sections 15060(c)(3).
4. Recommended by Office of the City Attorney Approval of First Amendment to Agreement No. 47797-4 with Burke Williams & Sorensen, LLP. The proposed Amendment adds $2,500,000, to the Agreement for a new not to exceed amount of $3,200,000, and extends the term by two years to July 31, 2028. Determine item is exempt pursuant to CEQA Guidelines Section 15060(c)(3).
5. Recommended by Office of the City Attorney Approval of First Amendment to Agreement No. 47769 with Nossaman, LLP and Agreement No. 47777 with Theodora Oringher P.C. The Amendment extends the term of the Agreements by two years, to April 30, 2028, and the not to exceed amount of $500,000, under each Agreement remains unchanged. Determine item is exempt pursuant to CEQA Guidelines Sections 15070-15075.
6. Recommended by Power System Approval of Contract No. 641 for Services for Installing, Removing, and Maintaining Overhead Distribution Facilities South of Mulholland Drive with Pinnacle Power Services, Inc. The Contract is for a term of one year with four one-year optional renewal periods, for an estimated expenditure of $281,378,232, and amount not to exceed $351,722,788. Determine item is exempt pursuant to CEQA Guidelines Section 15060(c)(3).
7. Recommended by Power System Approval of Agreement No. 47944 for FileMaker Pro Professional Services to Upgrade Legacy Systems with The Support Group, Inc. The Agreement is for a term of two years and three months, and an amount not to exceed $650,000, which includes a contingency amount of $31,000. Determine item is exempt pursuant to CEQA Guidelines Section 15060(c)(3).
8. Recommended by Power System Approval of Utah Solar 1 Power Sales Agreement No. BP 25-017 and Utah Solar 1 Agency Agreement No. BP 25-018 between the Los Angeles Department of Water and Power and the Southern California Public Power Authority. The Power Sales Agreement enables LADWP to purchase renewable energy from Southern California Public Power Authority for a 30-year term. The renewable energy generated by the Utah Solar 1 Power Sales Agreement is expected to increase LADWP’s renewable energy sales to all customers by approximately 3.8 percent. Determine item is exempt pursuant to CEQA Guidelines Section 15060(c)(1). City Council approval by ordinance is required.
9. Recommended by Water System Approval of Sale of City of Los Angeles Property to the Bishop Paiute Tribe. The Agreement and sale of the Property will result in revenue of $57,500. Determine item is exempt pursuant to CEQA Guidelines Section 15060(c)(1). City Council approval by ordinance is required.
10. Recommended by Board of Water and Power Commissioners Approval of Resolution honoring the service of Chief Executive Officer and Chief Engineer, Janisse Quiñones. Determine item is exempt pursuant to CEQA Guidelines Section 15060(c)(3).
O. Closed Session The Board shall recess into closed session for a conference with legal counsel regarding the below items:

2. CONFERENCE WITH LEGAL COUNSEL – EXISTING LITIGATION (Section 54956.9(d)(1) of the California Government Code) First Amendment to Agreement No. 47797-4 between the City of Los Angeles, acting by and through the Los Angeles Department of Water and Power and Burke Williams & Sorensen, LLP.
