Award to Total Resource Management, Inc., and International Business Machines Corp., for a term of five years and an amount not to exceed $25,500,000. Determine item is exempt pursuant to CEQA Guidelines Section 15060(c)(3).

(Recommended by Chief Information Technology Officer – Information Technology Services Division) (Approved by Interim General Manager and Chief Engineer) Approval of Optical Fiber Lease Agreement No. FO-853-05/2019 and Short Form IRU-01 Lease Agreement No. FO-854-05/2019 with Occidental College for Lease of LADWP Optical Fibers for a term of five years. Determine item is exempt pursuant to CEQA Guidelines Section 15061(b)(3).
16. (Recommended by General Counsel Water and Power) (Approved by Interim General Manager and Chief Engineer) Approval of Proposed Professional Services Agreement No. 47574-0 between the City of Los Angeles, acting by and through the Department of Water and Power, and Kronick, Moskovitz, Tiedemann & Girard for a term of five years and an initial allocation of $250,000. Determine item is exempt pursuant to CEQA Guidelines Section 15061(b)(3).
17. (Recommended by Chief Sustainability Officer) (Approved by Interim General Manager and Chief Engineer) Approval of Agreement No. 47568 for State Legislative Consulting Services. Award to KP Public Affairs for a term of three years with two one-year renewal options and an amount not to exceed $1,086,000. Determine item is exempt pursuant to CEQA Guidelines Section 15061(b)(3).
18. (Recommended by Chief Sustainability Officer, Senior Assistant General Manager – Power System Engineering, Planning, and Technical Services) (Approved by Interim General Manager and Chief Engineer) Certification and Approval of the Power Plant 1 and Power Plant 2 Transmission Line Conversion Project Environmental Impact Report in Accordance with the California Environmental Quality Act. In accordance with CEQA, an Environmental Impact Report was prepared to analyze the impacts associated with the Power Plant 1 and Power Plant 2 Transmission Line Conversion Project.
19. (Recommended by Chief Sustainability Officer) (Approved by Interim General Manager and Chief Engineer) Approval of Amendment No. 1 to Agreement Nos. 47446A, 47446B, 47446C, 47446D, 47446E, and 47446F for Environmental Assessment and Air Quality Services with AECOM Technical Services, Inc.; Aspen Environmental Group; Dudek; Environmental Science Associates, Inc.; Stantec Consulting Services, Inc.; and Power Engineers, Inc. The Amendment will extend the term by two years and increase the aggregate not-to-exceed amount by $9,500,000. Determine item is exempt pursuant to CEQA Guidelines Section 15060(c)(3).
20. (Recommended by Senior Assistant General Manager – Water System) (Approved by Interim General Manager and Chief Engineer) Approval of Amendment No. 1 to Agreement Nos. 47428A-7 and 47428B-7 for Laboratory Testing and Analyses with Weck Laboratories, Inc., and Eurofins Eaton Analytical, LLC. The Amendment will increase the cumulative amount by $300,000. All other terms remain unchanged. Determine item is exempt pursuant to CEQA Guidelines Section 15060(c)(3).
21. (Recommended by Senior Assistant General Manager – Power System Engineering, Planning, and Technical Services) (Approved by Interim General Manager and Chief Engineer) Approval of Clean Grid LA – Eland Solar and Battery Energy Solar Projects. Eland Solar and Storage Center, Phase 1 Power Sale Agreement (PSA) No. BP 19-015, Eland Solar and Storage Center, Phase 1 Agency Agreement (AA) No. BP 19-016, Eland Solar and Storage Center, Phase 2 PSA No. BP 19-017, and Eland Solar and Storage Center, Phase 2 AA No. BP 19-018 All Between Los Angeles Department of Water and Power and Southern California Public Power Authority. Determine item is exempt pursuant to CEQA Guidelines Section 15061(b)(3). City Council approval is required.

2. Inyo County v. Los Angeles Department of Water and Power, Kern County Superior Court Case Nos. BCV-18-101260, BCV-18-101261, and
BCV-18-101262, pursuant to Section 54956.9(b)(1) of the California Government Code.
