Recommended by Power System Approval of Amendment to the Memorandum of Understanding (MOU) for the Southern California Association of Governments Regional Utilities Supporting Housing Grant Funding. The proposed Amendment is to extend the term of the MOU from June 30, 2026, to December 31, 2026, and will award LADWP approximately $3.68 Million as part of the Regional Utilities Supporting Housing Pilot. Recommended by Power System Approval of Notch Peak Project Power Sales Agreement No. BP 26-011 and Agency Agreement No. BP 26-012 Between the Los Angeles Department of Water and Power and the Southern California Public Power Authority. The 30-year Power Sales Agreement allows LADWP to buy 739,122 MWh of renewable energy annually from SCPPA starting with an expected commercial operation date in September 2028 at a fixed price of $52.70 per MWh (or $46.75–$50.85 if the project qualifies for IPP retirement), costing about $39 Million per year and $1.17 Billion total, with optional project purchase opportunities in years 10, 15, 20, 25, or at the end of the term. Environmental Recommendation is not applicable. City Council approval by ordinance is required.
17. Recommended by Water System Approval of Agreement No. 47986 for Owner's Agent for Pure Water Los Angeles Coordination and Advance Water Purification Facility Development. The Agreement is for a term of five years and an amount not to exceed $12,000,000. Determine item is exempt pursuant to CEQA Guidelines Section 15060(c)(3).
18. Recommended by Water System Approval of Right-of-Way Grant Serial No. CACA105853852 with the United States Department of the Interior, Bureau of Land Management. The Agreement has a term of approximately 29 years, expiring on December 31, 2053. Under the federal government’s linear land use rent schedule, the initial ten-year period is estimated to be $2,500 and shall be adjusted annually based on the Implicit Price Deflator. Total rent for the term of the Agreement, assuming a 2.1 percent annual increase, is estimated to be approximately $8,975. A non-refundable processing fee of $2,171 and a non-refundable monitoring fee of $3,527 have been paid. Determine item is exempt pursuant to CEQA Guidelines Section 15301.
19. Recommended by Water System Approval of Reimbursement Resolution for Safe Drinking Water State Revolving Loan Fund Construction Financing for De Soto Trunk Line Replacement Project Phase 1. The proposed Resolution will provide up to $50,000,000 in low-interest financing and will result in an estimated $24,390,303 in total interest savings. Determine item is exempt pursuant to CEQA Guidelines Section 15060(c)(3).
20. Recommended by Water System Approval of Contract No. 7982 for North Hollywood Central Chlorination Station Replacement Project with Stacy and Witbeck, Inc. The Contract is for a one-time purchase, for an estimated expenditure of $31,645,165 and an amount not to exceed $37,974,198 which includes a 20 percent contingency. Determine item is in compliance with CEQA Guidelines Sections 15070-15075.
