23. (Recommended by General Counsel Water and Power) (Approved by General Manager and Chief Engineer) Approval of Proposed First Amendment to Agreement No. 47474-8 between the City of Los Angeles, Department of Water and Power and Thomas Law Group (Outside Counsel) to provide the Department legal advice and representation relating to natural resource legal issues. The Amendment will extend the term by two years and increase the amount by $100,000. Determine item is exempt pursuant to CEQA Guidelines Section 15061(b)(3).
24. (Recommended by General Counsel Water and Power) (Approved by General Manager and Chief Engineer) Approval of Proposed Third Amendment to Agreement No. 47473-8 between the City of Los Angeles, Department of Water and Power and Downey Brand LLP (Outside Counsel) to provide the Department legal advice and representation relating to natural resource legal issues. The Amendment will extend the term by two years and increase the amount by $400,000. Determine item is exempt pursuant to CEQA Guidelines Section 15061(b)(3).
25. (Recommended by General Counsel Water and Power) (Approved by General Manager and Chief Engineer) Approval of Proposed Third Amendment to Agreement No. 47472-8 between the City of Los Angeles, Department of Water and Power and Meyers Nave (Outside Counsel) to provide the Department legal advice and representation relating to natural resource legal issues. The Amendment will extend the term by two years and increase the amount by $440,000. Determine item is exempt pursuant to CEQA Guidelines Section 15061(b)(3).
26. (Recommended by Senior Assistant General Manager – Water System) (Approved by General Manager and Chief Engineer) Approval of Amendment No. 1 to the Cost Sharing Agreement with the Crescenta Valley Water District, Cities of Glendale, Burbank, and San Fernando Regarding the Allocation of Costs of Watermaster Services and Watermaster’s Legal Services for the Upper Los Angeles River Area Groundwater Basins. Determine item is exempt pursuant to CEQA Guidelines Section 15060(c)(3).
27. (Recommended by Senior Assistant General Manager – Water System) (Approved by General Manager and Chief Engineer) Approval of Water Supply Assessment – Hilton Universal City Project located within the City of Los Angeles. Determine item is exempt pursuant to CEQA Guidelines Section 15268(b)(4).
28. (Recommended by Senior Assistant General Manager – Water System) (Approved by General Manager and Chief Engineer) Approval of Grant of Easement to the County of Inyo for Public Roadway Purposes. City Council approval by ordinance is required. Determine item is exempt pursuant to CEQA Guidelines Section 15060(c)(3).

1. Thomas Gonzales v. Los Angeles Department of Water and Power, Los Angeles Superior Court Case No. 20STCP01912, pursuant to Section 54956.9(a) of the California Government Code.
2. MLTVP39, LLC v. City of Los Angeles, a municipal corporation, by and through the Department of Water and Power, Los Angeles Superior Court Case No. 19STCP03287, pursuant to Section 54956.9(a) of the California Government Code.
3. Dreher v. Los Angeles Department of Water and Power, Los Angeles Superior Court Case No. 19STCV07272, pursuant to Section 54956.9(a) of the California Government Code.
B. Anticipated litigation in the following matters:
1. Discussion regarding significant exposure to litigation (1 case), pursuant to Subdivision (b)(1) of Section 54956.9 of the California Government Code.
C. Consultation with General Manager and Chief Engineer of the Los Angeles Department of Water and Power (including security operations and infrastructure security) regarding security issues pertaining to the essential public services (water and electric service and security matters related thereto), pursuant to Section 54957(a) of the California Government Code.
