Pursuant to Section 121(e) of the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA), CEQA does not apply to the granting of the License because this action is part of the CERCLA response action being implemented pursuant to the United States Environmental Protection Agency order. City Council approval is required.
